Core Strategy Development Plan Document


 

 

The Core Strategy document is intended to set out the Council's vision and strategy for the Borough to 2026 and include proposed locations for the development to meet the requirements of the South East Plan. It also includes a number of development management policies which will be used in the consideration of planning applications. The document is supported by a sustainability appraisal report and a Habitats Regulations assessment screening report.

 

On the 27th March 2009 the Council submitted to the Secretary of State its Core Strategy. The Secretary of State appointed an independent Inspector to undertake an Examination in Public into the 'Soundness' of the Core Strategy. The Inspector called an Exploratory Meeting on the 1st May 2009 where she raised a number of concerns.

 

Following the debate had at that Exploratory meeting and from further discussion with the Government Office for the South East the Council, at its meeting on the 31st July, resolved, following a recommendation from Cabinet on 8th July, that the Secretary of State be requested to withdraw the Test Valley Borough Core Strategy DPD (October 2008) and Schedule of Amendments (March 2009). The Council received the direction to withdraw the Core Strategy from the Secretary of State on 26th August. The direction can be found here : Direction

 

The Council intends to undertake public consultation in the autumn of 2010. For more information on the timetable for the Core Strategy please view the Local Development Scheme (2010).

 

In accordance with Regulation 37 (2) (b) The Town and Country Planning (Local Development) (England) (Amendment) Regulations 2008 the Core Strategy and supporting documents (Regulation 30 Submission stage) have been removed from the Council’s website.

  

Previous Stages

The Council published for consultation its Pre-Submission version between 31st October 2008 - 12th December 2008. However, In accordance with Regulation 37 (2) (a) The Town and Country Planning (Local Development) (England) (Amendment) Regulations 2008 the Core Strategy and supporting documents (Regulation 27 Pre Submission stage) have been removed from the Council’s website.

 

The Council published for consultation the Preferred Options stage of the Core Strategy between 1st February 2008 - 14th March 2008. All relevant documents can be viewed here: Preferred Options .
