licences that are not issued by Test Valley Borough Council
Licensing Section. Test Valley Borough Council is not responsible
for information and advice provided by any external organisations
detailed on this page.
Animals
Any aspect of animal licensing for
example pet shops, dangerous wild animals, riding establishments,
boarding kennels, is dealt with by the Council’s
Environmental Service. See the separate links on the licensing
home page of this web site.
Buses and coaches
Any vehicle that carries more than 8
passengers must be licensed as a public service/passenger carrying
vehicle by the Traffic
Commissioners - part of the Department for Transport.

Buskers Licence
Neither the Borough Council nor any
other organisation, for example the Police, issues such a
licence. Busking in a public place, for example Andover High
Street, does not require a licence but buskers are asked to comply
with the Council's Busking Code of Practice (see Further
information and links).
Children's employment
Children of compulsory school age
involved in performances, modelling or paid sporting activities may
require a licence, as may any adult acting as a chaperone to such

Security Industry Authority -

Excise duty
Duty is payable on amongst others
tobacco products and proceeds from betting, gambling and gaming.

equipment is the responsibility of the Health and Safety

Fireworks
The storage and sale of fireworks
requires a licence issued by Hampshire County Council Trading
Standards. For information contact:

The holding of a firework display does
not require a licence from the Council unless the display is part
of an event where 'licensable activities' takes place for example
sale of alcohol, provision of music. General advice about
fireworks is available on the website of the Health and
Safety Executive. Please note that the Fireworks
Regulations 2004 prohibit the use of fireworks except between 0700
and 2300 hours. There are four exceptions: Chinese New Year,
Diwali, 5th November and New Year's Eve.
Food
Any fixed premises or mobile premises,
for example a burger van, selling food will be controlled by
the Commercial Team of the Council’s Environmental Service -
telephone 01264 368000. However, those selling hot food to eat in
or take away at any time between 2300 and 0500 hours will also
require a Premises Licence issued under the Licensing Act 2003 -
see the separate pages on this web site.
Performing Rights
In most cases the use of live or
recorded music may require a PRS music licence to ensure that there
is no infringement of the copyright of either the music or any
lyrics. For further advice contact the Performing

Petroleum
Licensing
Licensing of petroleum storage
facilities is undertaken by Hampshire County Council Regulatory

Property licence
Rented residential premises with three
or more storeys let as a House in Multiple Occupation - HMO -
require a property licence issued by the Housing Team in the
Council’s Environmental Service - telephone 01794 527700.
Street Trading
The sale of any items from the highway
requires a Street Trading Consent. These are dealt by the
Commercial Team of the Council’s Environmental Service -
telephone 01264 368000. If trading from Andover Market and the
Guildhall Forecourt then in addition permission is needed from the
Council’s Estates and Economic Development Service - telephone
01264 368307. Romsey Market is dealt with by Smith Bradbeer Limited
as agents for Lord Romsey - telephone 01794 515555. The Street
Trading Consent is not to be confused with a licence for placing
tables and chairs on the highway which is dealt with by the
Licensing Section.
Waste Disposal
licence
Certain traders require special
permission to dispose of hazardous waste e.g. engine oil from motor
repairers. Contact the Environment

Wedding Venues
Civil marriage ceremonies may take
place in premises which have been approved for this purpose by
Hampshire County Council Regulatory Services. For further
