Capital Grants for Parish Councils and Village Halls

Test Valley Borough Council is committed to encouraging the strength and vitality of its local voluntary sector.

“Encouraging all of our communities to reach their full potential” is one of its strategic priorities.

Capital Grants are intended to support parish councils in delivering projects to meet local need and to maintain a thriving network of village halls and community buildings across the Borough.

What is a Capital Grant?

  • Parish Councils can apply for a grant of 50% of the total cost of a project in connection with its normal responsibilities, to a maximum of £10,000. This does not include the VAT element of a project, which is discounted from any grant support.
  • Management committees of community buildings can apply for a grant of up to £18,750 to assist with the construction, renovation or alteration of village or community halls. Applications can also be considered from any not-for-profit organisation that owns its own building, on the condition that at least 50% of regular use of the hall is by community groups other than that which owns the building.
     

Who Qualifies?

  • Parish Councils in Test Valley. 
  • Village Halls Management Committees in Test Valley. 
  • Other not-for-profit organisations that owns their own building in Test Valley.
     

Any other rules?

  • For one off expenditure only. Not for an ongoing maintenance programme, although a phased project can be considered. 
  • Retrospective applications for grants will not be considered.
  • Payment of the grant will be upon production of invoices or receipts, which must be addressed to the applicant organisation and dated after the date of approval.
  • Grants for Village Halls or other community buildings are conditional on an appropriate level of contribution by the parish or town council. The level of contributions is based on a sliding scale and depends on the overall project cost (see criteria below).
     

When can I apply?

  • By Friday 15th March 2013, for a decision on Thursday 4th April 2013
    By Friday 14th June 2013, for a decision on Thursday 4th July 2013.
    By Friday 13th September 2013, for a decision on Thursday 3rd October 2013.
    By Friday 13th December 2013, for a decision on Thursday 9th January 2014
