Dogs - Breeding

The breeding of dogs is legislated for under the Breeding of Dogs Act 1973 and 1991 and the Breeding and Sale of Dogs (Welfare) Act 1999. The Acts require any person breeding dogs as a business, or under any other circumstances laid down by the Acts, to be licensed.

In Test Valley persons breeding dogs, as above, are required to be licensed. Licences are valid for one year and are issued following a successful inspection by the Animal Welfare Officer and, if deemed necessary, by a veterinary surgeon appointed by the local authority.

The inspection is to ensure that the standards and conditions required by the Act are met. Also to ensure that the applicant has suitable experience and knowledge to breed dogs responsibly and that dogs have the necessary veterinary attention during the whelp and in the early stages of their lives.

Unannounced visits are made throughout the licence period to ensure standards are being maintained.

There is an annual fee for the licence which must accompany the application and any veterinary fees will be invoiced to the applicant.
