Romsey Town Centre - accessibility improvements in Church Street, Bell Street and Market Place

Public Consultation on proposed improvements to Bell Street and Market Place, Romsey

Hampshire County Council and Test Valley Borough Council have been working together to enhance Romsey Town Centre (Church Street, Bell Street and Market Place) to make it more accessible to pedestrians and cyclists, reduce town centre traffic speeds and make the area more attractive for all who live, work and shop there.

The first phase that has now been completed was Church Street between Abbey Walk and Market Place. A public consultation on the proposed scheme was undertaken in Spring 2014 and it was implemented in Autumn of 2015. Plans showing the revised scheme for Church Street following the public consultation are shown below.

Views are now being sought on two further phases of the proposed town centre improvements.

The second phase will be looking at enhancing Bell Street, from the junction with Middlebridge Street to just south of Market Place.  The Bell Street scheme seeks to address in particular, the narrow footways by improving accessibility for all pedestrians as well as looking at ways to slow vehicle speeds down.

The third phase will be looking at feasibility options for Market Place.

A public exhibition on the proposals for Bell Street and Market Place was held on Monday 29th February 2016 at Crosfield Hall, Romsey. 

Paper copies of the plans of the schemes, the exhibition material and a series of photomontages, showing how the schemes may work are available to view in the Former Magistrates' Court (the drawings and exhibition material can also be viewed below.)

Members of the public will have the opportunity to leave comments or take a form and return it by post or online.  The consultation is open until Friday 8th April 2016 to give an opportunity for as many people as possible to comment. All comments received relating to the work will be carefully considered, together with further technical work and consultations to finalise the scheme.

The consultation is looking for views on the design of the Bell Street scheme and on the feasibility option for Market Place.

Finalised plans for Bell Street will go before Cllr Woodward, as Hampshire County Council’s Executive Member for Economy, Transport and Environment, for final approval in the summer.
It is anticipated that implementation of the scheme for Bell Street will start during the next financial year (2016/17).

Further consultation will be undertaken for Market Place, taking account responses during this consultation; which will inform more detailed designs.
