Aster Communities Residents Permits

The Council administrates the scheme on behalf of Aster Communities.

If you would like to submit an application for a permit, please complete the Application Form found at the bottom of this page.

The information which you supply will be used for the purposes of Parking Service administration and also for the delivery of other Council services, where to do so is judged to be likely to enhance the efficiency and/or effectiveness with which services are delivered.

Aster resident permit holders may park free of charge, the motor vehicle in respect of which the permit is issued, (the term 'motor vehicle' includes all motor vehicles except)

  • Goods Vehicles exceeding 1524 kg unladen weight and;
  • Passenger Vehicles adapted to carry more than 12 persons (excluding the driver) in any vacant space marked Resident Permit Holders Only, excluding marked disabled parking bays, in the car park in respect of which the permit is issued, when clearly displaying a valid resident's permit in the vehicle's windscreen.

Applicants are respectfully reminded that it will be necessary for proof of residency and ownership of vehicle(s) to be provided when applying for a permit. Test Valley Borough Council would emphasise that the permit does not guarantee the availability of a space in which to park. However between the hours of 08:30 & 18:00 (charging hours) the Council will make every reasonable effort to exclude non permit holders vehicles from the Aster Communities resident permit holders areas but the Council cannot accept liability, if, for any reason, spaces in said car parks are obstructed by non resident permit holders vehicles during such hours.

Persons making use of these parking facilities are given notice that neither the Test Valley Borough Council nor its employees, servants or agents will accept liability for loss or damage to property (including vehicles and their contents) or for personal injury, whether caused by neglect of the Council or its employees, servants or agents or otherwise. All vehicles and their contents are left in permit holder car parks at their owners' risk.

Aster resident permits are not valid for use in bays marked for the exclusive use of season ticket holders only. These bays are the property of Test Valley Borough Council and are reserved for season ticket holders Monday to Saturday 08:30 to 18:00 any vehicle parked without displaying a valid Season Ticket is liable to incur a Penalty Charge Notice in accordance with the current Off Street Parking Places Order.

Permits are valid from Monday to Saturday 08:30 - 16:30 during charging hours for the duration of the permit. The permit will remain valid until such time as either the permit expires or is surrendered, e.g. due to a change of address. Permits will be renewed on an annual basis at no cost. Testway Permits are non transferable.

Use of Aster Communities Residents Parking Permits - Must accord with the current Borough Council of Test Valley (Off-Street Parking Places, Andover and Romsey) Order.  Please note that permits are non transferable.

A valid residents or visitors permit must be clearly displayed in a vehicle's windscreen when using Aster Communities residents' permit holders only car park. The owner of a vehicle displaying a valid resident or visitors permit will be entitled to park that vehicle only within the car park named on the permit and is subject to these Conditions of Issue. Permits are not valid On Street or in Pay and Display car parks.

A residents permit holder may not alter a permit in any way nor display a photocopy of a permit.

A hand-written note placed in the windscreen of a vehicle will not prevent a Civil Enforcement Officer from issuing a Penalty Charge Notice.

It should also be noted that it is not permitted to use a vehicle in connection with the sale of any article to persons in or near the parking place or in connection with the selling or offering for hire of his or her skill or services.

Disabled Residents

Marked disabled bays are reserved for the exclusive use of valid disabled permit holders only. Disabled residents must clearly display both a valid Testway residents and a valid disabled persons badge when using a marked disabled parking bay.

Enforcement

The enforcement of this scheme is the responsibility of the Test Valley Borough Council and any vehicle failing to display a valid Testway residents or visitors permit or parking in contravention of any of these Conditions of Issue is liable to incur a Penalty Charge Notice in accordance with the current Off Street Parking Places Order. Such Charges WILL NOT be withdrawn and failure to pay such Charges may result in further action.

This authority is under a duty to protect the public funds it administers and to this end may use the information you have provided for the prevention and detection of fraud. We may also share this information with other bodies responsible for auditing or administering public funds for these purposes.
