Street Cleaning and Litter
We are responsible for keeping the streets and pavements free from litter and refuse.
Our aim is to keep the public areas (which we are responsible for) as clean and as pleasant as possible and to further improve the standard of cleanliness and appearance of the Borough.
Our team of street cleaning operatives work every day of the year except Christmas Day in order to achieve this aim. We have installed litter and dog waste bins throughout the Borough and our Environmental Enforcement Team patrol with a zero tolerance approach to littering offences.
When is my road due to be swept / cleaned?
We aim to:
- sweep each kerbed road at least every 6 weeks
- sweep each un-kerbed road at least once a year
Andover and Romsey town centres are swept and litter-picked daily.
Please Note:
We only clean adopted public highways and public parks. If you live on a new housing development it is likely that the street cleansing responsibility will lie with the developer and not the Council (until such times that the land is adopted for maintenance which is usually 2-3 years). Any other common land or private land will be the responsibility of that individual land owner.
Dead Animals - Public Highway
We remove dead animals from the majority of the borough's public highways. These can include deer, foxes, badgers, cats and dogs. Our aim is to remove dead animals as soon as we can and where pet animals are involved, we will try to identify the owner. Dead animals should be reported to Customer Services on 01264 368000. Please note: We do not remove dead animals from the A303, A34, M27 or any private land.
Weed Control - Public Highway
Test Valley Borough Council often receives enquiries about weed control on the roads and pavements in its area but weed control is the responsibility of the Highways Authority - Hampshire County Council and they arrange it through their own contractors. Litter Education
We regularly support the national Keep Britain Tidy litter awareness campaigns along with our own campaigns and promotions. Our current campaign is Love Where You Live.
