Terms and Conditions of Use – Alma Rd Zone Z Car Park Permit

Use of this car park must accord with the current Borough Council of Test Valley (Off-Street Parking Places, Andover and Romsey) Order, available for inspection at the Beech Hurst Council Offices in Andover. Eligibility to apply for one Zone Z permit applies only to residents of properties 38-60 Alma Road, Romsey (even numbers only). Availability for a permit in this 8-space car park is on a first come-first served basis.

Permits may only be used in respect of the vehicle registration number shown on the permit. Permits must remain in the possession of the person they were issued to.

Zone Z Season Ticket permits may only be used in the Council’s Alma Road Zone Z car park. Permits are not valid in any other off-street car parks, including the main Alma Road car park, nor when parking On-Street.

A valid permit must be clearly displayed on the inside of the front windscreen at all times when parked in the car park, so that the details are clearly visible from the outside of the vehicle, and the vehicle must park within the bay markings.

It is not permitted to use a vehicle in connection with the sale of any article to persons in or near the parking place or in connection with the selling or offering for hire of his or her skill or services. Persons making use of these parking facilities are given notice that neither the Test Valley Borough Council nor its employees, servants or agents will accept liability for loss or damage to property (including vehicles and their contents) or for personal injury, whether caused by neglect of the Council or its employees, servants or agents or otherwise.  All vehicles and their contents are left in permit holder car parks at their owners’ risk.

Permit holders may not park where parking has been suspended.

Permit holders must notify the Parking Office immediately of any lost permits or change of name, address or vehicle. An administration fee of £15.00 is made for replacing a lost permit. In the event of a permit holder changing their vehicle, subject to: satisfactory proof of ownership, surrender of the existing permit in respect of the old vehicle and the completed form, a replacement permit will be issued within 5 working days, for the balance of the year remaining.  5-day temporary permits can be obtained from the Council Offices, Customer Service Centre at Beech Hurst, Andover or Church Street, Romsey.  Changes can be notified online at www.testvalley.gov.uk/onlinepermits  or by emailing carparks@testvalley.gov.uk  Alternatively  a form can be obtained from the Council Offices or by telephoning 01264 368734 or 368730

 

Permits must be returned to the Parking Office if;

a)      the permit owner ceases to be a resident within the permitted zone

b)      the permit holder ceases to own the vehicle for which the permit is issued.

c)      the vehicle in respect of which such a permit was issued is adapted or used in such a manner that it is not a vehicle of the class specified in the Order (i.e. passenger vehicle or goods vehicle with an unladen weight of more than 2524 kg)

d)      a replacement permit is issued by the Council. (If the permit is mutilated or defaced, the figures or particulars on it have become illegible)

Please note that surrendered permits are non-refundable.

Between the hours of 08:30 & 16:00, Monday to Saturday, the Council will make every reasonable effort to exclude non season ticket holders’ vehicles from the dedicated season ticket car parks.  However, the Council cannot accept liability if for any reason spaces in season ticket car parks are obstructed by non-season ticket holder’s vehicles.

The Council reserve the right to withdraw or refuse to issue or renew a permit if the above conditions are not adhered to.  A Penalty Charge Notice may be issued if the terms of use of this permit are not complied with.

Test Valley Borough Council is the Data Controller for the purposes of data protection legislation and we will only process your information where it is lawful to do so.  The purpose of processing your data is to deal with PCNs, and appeals, to operate the permit and season ticket processes and to manage the Council’s car parks and car parking functions.
