Community Governance Review

Test Valley Borough Council has carried out a community governance review.

A set of Draft Recommendations for changes to community governance (i.e. parish) arrangements in Test Valley were produced, following a first round of consultation. Changes proposed include boundary changes, changes to electoral boundaries, and similar matters. Full details are available under Part twelve: Useful documents.

A second round of consultation was then undertaken between 4 May and 6 July 2018.

A report on the representations received as part of the second consultation stage was considered by full Council at its meeting on 5 September 2018. All of the Final Recommendations, as set out in the report, were agreed and adopted.

The Council is required under the 2007 Act to publish its recommendations and ensure that those who may have an interest are informed of them. The Final Recommendations are set out in under Part twelve: Useful documents

The next stage in the review is to seek the agreement of the Local Government Boundary Commission for England to those Final Recommendations which affected electoral arrangements put in place by the Commission following its own review (in 2017) of Test Valley Borough. Once this agreement has been obtained, a further decision as to the extent to which the Final Recommendations are to be given effect will then be taken, and a formal reorganisation order made to implement the changes.

After the order has been made, the Commission will be recommended to make “related alterations” to Borough Ward and County Division boundaries to reflect the changes made under the Community Governance Review.  

The aim of the review was to ensure that community governance (i.e. parish) arrangements in Test Valley reflect the identities and interests of the borough’s communities, and are effective and convenient.
