Emma joined Test Valley Borough Council as Policy Officer in 2011 at a time of exciting change when new opportunities were arising and the Policy team was expanding its remit. Emma jumped at the chance to take on new projects, work closely with colleagues across different Services and change the way in which the team carried out its work.
The role was the perfect opportunity for Emma to develop her understanding of how the Council operates as well as to lead on creative projects that would engage directly with the public. Emma’s manager encouraged her career development, not only by providing internal opportunities, but also by securing funding for her Project Management qualification, PRINCE2. This was a three day course, ending with an exam, which developed Emma’s core skills including leadership, communication and budgeting.
After three years in the role, Emma spotted an internal opportunity to develop her career further. With the full support of her manager, she applied for the position of Democratic Services Manager where she saw another chance to expand her skills and experience within another area of the Council. Emma is enjoying gaining experience in managing staff and is looking forward to continuing to deliver improvements across the Legal and Democratic Service.
“Managers and colleagues are very supportive here. They recognise when individuals are working hard to progress their careers and they do all they can to provide opportunities to learn and develop.”
Emma Horbury, Democratic Services Manager
