Test Valley Borough Council Emergency Response Plan

Foreword by the Chief Executive

The key to an effective response is the application of sound corporate principles and inter-agency co-operation. The purpose of this document is to set out those principles and provide a plan to enable Test Valley Borough Council to perform its function as a Category 1 responder to a wide range of emergencies, including major incidents. It complements the plans of other responding agencies within a nationally agreed framework.

The plan is structured as follows:

Part 1
Section One: Background
Section Two: Risk
Section Three: Health and Safety
Section Four: Local Authority Roles and Responsibilities
Section Five: Training and Exercising

Part 2
Section One: Plan Activation and Response
Section Two: Initial Actions
Section Three: Risk Specific Response
Section Four: Warning and Informing
Section Five: Recovery

The 2015 edition of the Plan is the current version and periodic revisions to those parts containing contact details are published outside of this website. The Plan will undergo a complete review in 2018.

This plan will be reviewed annually to ensure it remains valid and accurate. Any changes to departmental structures or responsibilities which alter the agreed actions or roles under this plan should be notified to:
