Paying your bill
Paying by Direct Debit not only saves you time and hassle, it is also the most cost effective method for the Council.
You can now set up a new or amend an existing Direct Debit online by clicking here. If you have a joint bank account which requires more than one signature a paper instruction will need to be completed.
Payment by Debit Card
If you wish to pay by this method you can pay on-line using our secure web site or by ringing 01264 368000. This will take you through to a 24 hour automated payment line when choosing the relevant payment option. You can also contact the Customer Services Team on 01264 368000 who can also take your payment during office hours. You will need to have your debit card ready and be able to quote your Account Reference. This will be shown on the front of your bill and starts with 5.
To Pay by Telephone Banking or Standing Order
You will need your Account Reference which will be shown on the front of your bill and starts with 5.Whilst our bank detail are not shown on this website they can be found on the reverse of Council Tax bills produced after the 1 April 2017.

If payment is made using either Girobank, standing order or through a bank, please note that it can take up to 6 working days before the payment is credited to your account.
If you are paying by post, please send payments to our office at Beech Hurst, Weyhill Road, Andover SP10 3AJ. Cheques should be made payable to "Test Valley Borough Council" and your Account Reference should be written on the back of the cheque. The Account Reference will be shown on the front of your bill and starts with 5.
At a Post Office or Pay Point outlet
The Council offers a payment card option that can be used to pay your Council Tax bill by cash or cheque at Post Offices and by cash at more than 100 Pay Point outlets across the Borough. You will not be asked to pay a fee for this service.
If you would prefer to use this method of payment please contact the Customer Services Team on 01264 368000 or e-mail your request to us. Please allow five working days for delivery of a payment card. You will need to use your card for all future payments.
