Community Governance Review 2021

The Council currently has two Community Governance Reviews in progress, one relating the Romsey Town, the other looking at Valley Park Parish Councils.

The Council welcomes representations on these Community Governance Reviews. Please submit your representations by no later than 3 June 2022.

Romsey Town Council

Romsey Town Council has formally requested that the Borough Council review the boundaries of Romsey Parish [Romsey Town]. It proposes that the boundary be extended to include “all current and planned urban areas identified as Romsey”.

Council at its meeting on 1 September 2021 agreed to undertake a Community Governance Review to consider Romsey Town’s request, and appoint a Member Panel to assist in the CGR process.  The terms of reference for the Review was agreed by Council at its meeting on 10 November 2021 and the first stage of consultation was held from 12 November 2021 to 28 January 2022.  

The appointed Member Panel considered the responses to the consultation on 16 March 2022 and recommended option 2A which was to merge Romsey Town and Romsey Extra Parish (excluding the part recommended to be transferred to Awbridge) (See Map 4 under Part twelve; Useful documents).  The Draft Recommendations were considered by Council at its meeting on 6 April 2022 and it was agreed that the Draft Recommendations be published for consultation from Friday 8 April until Friday 3 June and that a further report be considered by Council on 7 September 2022 including the second stage of consultations and a set of proposed Final Recommendations.

Valley Park Parish Council

Test Valley Borough Council agreed at its meeting on 6 April 2022 to undertake a community governance review pursuant to the provisions of the Local Government and Public Involvement in Health Act 2007, and other relevant statutory provisions in response to Valley Park Parish Council's requests to consider changes to electoral arrangements of these parishes. 

The Terms of Reference for the Review are available to download under Part twelve: Useful documents and consultation will run from Friday 8 April until Friday 3 June.

The review will have regard to the “Guidance on Community Governance Reviews” issued by the Secretary of State for Communities and Local Government and the Local Government Boundary Commission for England. The aim of the review is to ensure that the arrangements for community governance across the area for review reflect ‘the identities and interests of the community in the area’ and are ‘effective and convenient’.

The review will be conducted in accordance with the terms of reference contained in part twelve.
