Test Valley Borough Council - Scheme of Allocation

We must have an allocation scheme to explain how we prioritise people who apply for social housing and how homes are allocated.

An allocation is when we nominate someone for a secure, introductory or assured tenancy with another social landlord.

Our Scheme of Allocation sets out:

  • How we assess and process applications
  • How decisions are made
  • How choice is offered to applicants

We take part in the Hampshire Home Choice scheme with East Hampshire, Eastleigh, Havant and Winchester Councils. Together, we use a shared Allocation Framework, and each council also has its own local scheme.

By law, our scheme must give reasonable preference to applicants who:

  • Are owed Prevention or Relief duties under the Homelessness Reduction Act 2017
  • Are owed a full housing duty under Part 7 of the Housing Act 1996
  • Live in overcrowded, insanitary or otherwise unsuitable housing
  • Need to move for medical or welfare reasons
  • Need to move to avoid hardship
