Severe Weather Emergency Protocol (SWEP)

In addition to the council's efforts to prevent and relieve homelessness, anyone sleeping rough in Test Valley can benefit from special arrangements put in place when the weather turns colder or during periods of extreme heat, through our Severe Weather Emergency Protocol (SWEP).

This protocol is triggered when the temperatures are set to fall below zero for a minimum of three nights in a row, however in Test Valley we will not always look to implement the 3 night part of the protocol. It can also be triggered through other periods of significantly warm or other adverse weather. When this happens, the council puts special arrangements in place to help those living on our streets.

SWEP arrangements are managed by the Councils Housing Options Team and will be carried out by our Rough Sleeper Navigators, Laura Tailford and Amy Randle. 

If you are worried you may have to sleep rough, or you know of someone experiencing rough sleeping, please contact us.  We are available by phone 01264 368000, email housingoptions@testvalley.gov.uk, alternatively you can pop into one of our offices at Beech Hurst on Weyhill Road in Andover or Former Magistrates Court in Romsey.  The Rough Sleeper Navigators are often out and about in the community, they can come and visit you or arrange somewhere suitable to meet and discuss your options.
