A tail of success: council’s animal welfare officer honoured in RSPCA awards

Test Valley Borough Council’s animal welfare officer, Rod Mason, has been honoured with the prestigious Care Act Hero Award in the RSPCA’s national PawPrints Awards 2025, recognising his outstanding work safeguarding pets and supporting vulnerable residents.

Rod was selected for his efforts to protect animal welfare under the Care Act, ensuring that people entering hospital or care can do so without worrying about their pets. His work has helped create practical, preventative solutions that support both owners and animals in times of crisis.

One of Rod’s key resources is the Emergency Pet Care Form, which enables residents to record vital information about their pets in case they’re suddenly unable to care for them. The form helps emergency services, carers and health professionals quickly identify and support pets, preventing unnecessary distress or abandonment.

The award is a culmination of lots of impressive cross service and partnership working. Rod has been working with adult social care services, the police and ambulance, health partners, and more, helping them all come together to give our residents and their pets more support.

Rod said: “I’m incredibly proud to receive this award, but it’s really about the difference we’re making for people and their pets. The Emergency Pet Care Form is a simple tool, but it has a huge impact. It means someone can go into hospital knowing their pet will be looked after, and that peace of mind is priceless. Not only that, it also takes the stress away from our NHS colleagues, who have a duty of care for their patients’ properties including pets. We’re here to protect animals, but also to support the people who love them.”

Councillor Phil North, leader of Test Valley Borough Council, added: “Rod’s dedication is second to none. This award is a testament to his hard work and the council’s ongoing commitment to animal welfare. We’re proud to see his efforts recognised nationally.”

The RSPCA’s new Hero categories were introduced this year to spotlight individuals and initiatives making a direct difference on the ground. Rod’s award highlights the council’s commitment to compassionate, community-focused animal welfare.

The PawPrints Awards celebrate excellence in animal welfare across local authorities and public bodies. Test Valley Borough Council has consistently received top honours in previous years, including multiple Gold Stray Dogs Awards.
