Refurbishment of Houghton Village Hall to create safer access and support growing community activity
A major refurbishment of Houghton Village Hall will begin later this year, following a £150,000 award from Test Valley Borough Council’s Community Delivery Fund. The long‑planned improvements will give residents easier access to the recreation ground, create more space for local groups and ensure the hall can continue to meet the needs of a growing and active village.
For more than a century, the hall has been the backdrop to village life in Houghton. It plays a central role in the area, helping residents stay connected and come together for fitness classes, WI meetings, parish council sessions, coffee mornings and celebrations ranging from jubilees to coronations. For many older residents, the hall’s regular coffee mornings provide an important social lifeline, while its place in the village’s resilience planning means it is a trusted gathering point in times of need.
It has also been a focal point for major community events, including the annual Houghton Trail, a volunteer‑run weekend of walking routes and village activities that starts and finishes at the hall and brings hundreds of people to Houghton each year.
Residents have been working towards these improvements since 2017, when early consultations made clear that people wanted to preserve the heritage of the hall while updating it to support modern use. Rising costs have made it difficult for volunteers to bring the plans to life, but the Community Delivery Fund will now enable the first phase to move forward.
The project will create a new rear extension that links the hall directly with the recreation ground and play area. This change means families and event‑goers will be able to reach the green space without passing through the car park, creating a safer and more inclusive route. A new side entrance will also be added away from vehicles, making it easier for people of all ages to arrive and move around the site. Inside, improved storage will open up more usable space, allowing the hall to welcome larger groups and host a wider range of activities.
The design reflects years of community conversation and the priorities set out in Houghton’s neighbourhood development plan, which highlights the hall and recreation ground as essential village assets. Local groups, including the WI, table tennis club, Pilates groups and many residents, have shown strong support for the project, with more than 100 people signing a recent register of backing.
These improvements will bring the hall and the recreation ground together as a more cohesive community hub, creating a flexible space for events and improving how local groups use the site throughout the year. Planning permission is already in place, with work due to begin after the 2026 Houghton Trail and expected to take around six months. Both the Houghton Community Benefit Fund and the village hall committee are contributing significant funding alongside the council’s investment.

These improvements will make the hall safer, easier to use and better connected to the recreation ground, opening up more opportunities for community activity. By investing now, we’re supporting a project with long‑term benefits and ensuring the hall leaves a lasting legacy for the people of Houghton.”
The refurbishment marks the beginning of a wider vision for the hall, with future plans including energy‑efficiency upgrades, solar panels and enhanced kitchen and toilet facilities. Together, these improvements will help the hall remain a welcoming, adaptable and future‑ready space for the whole community.
