King's Somborne Neighbourhood Plan

Neighbourhood Area designation

King's Somborne Parish Council submitted an application for designation of a Neighbourhood Area covering the parish of King's Somborne. This was subject to public consultation which ran for four weeks from Friday, 9th October to 4.30pm Friday, 6th November 2015.The Council has considered the application and the responses received during the consultation and have approved the designation. 

The designation of a Neighbourhood Area would enable a Neighbourhood Plan to be prepared for the designated area. Please note that this consultation only considered whether a Neighbourhood Area should be designated and upon its proposed boundary.

Screening Opinion

Following the submission of a screening opinion for the draft King’s Somborne Neighbourhood Plan on 12th March 2018  Test Valley Borough Council (as responsible authority) has to determine whether or not a full Strategic Environmental Assessment and/or a Habitats Regulations Assessment are required.

In accordance with the Regulations, Natural England, Historic England and the Environment Agency were consulted on the findings of the screening report. The consultation started on the 12th March 2018 for a five week period (deadline of 16th April 2018).

Having regard to the submission and the consultation responses  it is the Council’s opinion that the Plan would be likely to have significant environmental effects. On this basis, a Strategic Environmental Assessment would be required for the proposed King’s Somborne Neighbourhood Plan. With regards to the Habitats Regulations and whether an Appropriate Assessment is required, the Council concludes that it is not possible to rule out likely significant effects on European designations. This is supported by the response from Natural England. This decision was made on the 23rd May 2018.

Consultation on the Kings Somborne SA/SEA Scoping Report

The Council is consulting on Kings Somborne SA/SEA Scoping Report, which has been formally submitted by Kings Somborne Parish Council.

The consultation which runs for 6 weeks starts on Tuesday 27th November 2018 and responses must be received no later than Tuesday 8th January 2019.

The purpose of the consultation is to gather comments/views primarily from statutory bodies on the proposed approach and objectives that will be considered through this process. The responses received will be taken into consideration when developing the final SA/SEA approach and subsequent policies within the Kings Somborne Neighbourhood Plan.
