West Dean and West Tytherley Neighbourhood Plan

Updated HRA / SA / SEA Screening

The previous HRA / SA / SEA assessment exercises have examined whether the Draft West Dean and West Tytherley Neighbourhood Plan is likely to require a full Strategic Environmental Assessment or a Habitats Regulation Assessment Appropriate Assessment.

The updated HRA screening exercise concludes that the Draft West Dean and West Tytherley Neighbourhood Plan does require a full Habitats Regulation Assessment Appropriate Assessment to be undertaken as the West Dean and West Tytherley Neighbourhood Plan could have an impact on Internationally designated Sites and Natural England has also raised the issue of Nitrates in the Solent catchment area.

Given this uncertainty it is concluded that the draft West Dean and West Tytherley Neighbourhood Plan is could have a negative impact on internationally designated wildlife sites an Appropriate Assessment is required.

Providing the West Tytherley and West Dean Neighbourhood Plan is updated to include the advised mitigation wording as set out in Table 2 of the AA, it can be concluded that the policies contained within the West Tytherley and West Dean Neighbourhood Plan would not lead to any adverse effects on integrity of any European sites, either alone or in-combination with other plans.  The full AA can be found under the documents tab.

As a HRA is required, a screening for the need for a Strategic Environmental Assessment has also been undertaken. In light of the screening exercise and in line with the views of the statutory consultation bodies, it is concluded that the Draft West Dean and West Tytherley Neighbourhood Plan does not require a full Strategic Environmental Assessment to be undertaken.
