Residential Areas of Special Character (RASC)

A Residential Areas of Special Character Supplementary Planning Document (SPD) has been produced. It was adopted by the Council on the 23rd January 2019 following a public consultation held between 4th May and 29th June 2018.

Residential Areas of Special Character (RASC) have long been included in the Local Planning Policy of Test Valley with the intention of preserving the distinctive characteristics of certain areas found within Andover, Romsey and Chilworth. Features of these areas include low-density development often dating from the Victorian, Edwardian or interwar periods, large than average plot sizes and established, mature gardens and trees.

The purpose of the document is to provide advice on how the Council will implement the Residential Areas of Special Character Policy E4 which is set out within the Test Valley Local Plan 2016. The aim of the policy is not to prevent development, but rather to ensure that residential development is sympathetic and retains their distinctive local character including the density of development and plot size.

This document now forms part of the Local Development Framework (LDF) for the area. The LDF forms the basis for decisions on land use planning affecting the borough.
