Test Valley Access Plan SPD

The Test Valley Access Plan (TVAP) Supplementary Planning Document (SPD) was adopted by the Council on 16 September 2015, following a recommendation by the Council’s Cabinet on 15 July 2015.

It sets out a strategy that will positively contribute to improving access to facilities and services within Test Valley (excluding Romsey and Andover which have their own Town Access Plans) and was developed in consultation with Parish Councils. It acts as a mechanism for allocating and directing funding towards these improvements.

The Test Valley Access Plan SPD was reviewed following public consultation between 7 November 2014 and 16 January 2015. The previous review took place in 2012, with the Test Valley Access Plan originally adopted on 29 June 2010.

The SPD forms part of the Local Development Framework (LDF) for the area and forms part of the basis for decisions on land use planning.

Latest Update

On 30 November 2016, Cabinet agreed to an Addendum to the TVAP Supplementary Planning Document (SPD) 2015. The addendum places the schemes that are listed in the TVAP into categories to align with the Romsey Town Access Plan SPD and Andover Town SPD. No schemes have been removed or amended, but simply reorganised into two categories – ‘Measures to reduce the impact of additional traffic’ and ‘Cycling, walking and accessibility’.

Reorganising the TVAP into categories also allowed the category of ‘Cycling, walking and accessibility’ to be referenced in the Community Infrastructure Levy (CIL) revised Regulation 123 List, which sets out the types of infrastructure to be funded from CIL. The revised Regulation 123 List was also approved at Cabinet on 30th November 2016. By making reference to the whole category, this allows all the schemes listed in this category to be funded through CIL.
