Applying online for an On Street Resident or Visitor Parking Permit

Please read this section BEFORE applying for your permit online – please pay particular attention to how to complete the application in question 2.

1. Am I eligible to apply for a resident or visitor permit?

2. How to correctly input your address into the online permit application system/the online system is not recognising my address?

The eligible addresses held within the permit database have to be input in a very specific format. If you do not input your address exactly as it is held in the database, it may not be recognised.

The following guidance and examples below may help you to correctly complete your address details:

• If you live in a house which has a name as well as a number, please only insert your house number. The system will not accept both a house name and a house number. There are some examples below

• If you live in a flat (or other residence which forms part of a building/house) and your address contains both a flat name/number and a house name/ number you will need to put all of these details in the Property Name Field. Please see examples below and input your address in the same way as one of the examples given which is in the closest format to your own.

• You must also input the town and postcode fields

• If having followed the guidance your address still cannot be recognized by the online system, please contact the Parking Office on Tel: 01264 368000 for further assistance. Your address might not be eligible for this type of permit, or your address may be set up in the permit database slightly differently.

3. What documentation do I need to send in as part of my application?

To obtain a resident’s permit, you need to send in Proof of Residency and Proof of Vehicle Ownership.

To obtain a Visitor Permit, you only need to send in Proof of Residency as the permit is not linked to a specific vehicle.

Acceptable Proof of Residency documents include:
• Council Tax or Utility Bills
• Bank Statement (showing your address)
• Tenancy Agreement or Solicitors Letter

Acceptable Proof of Vehicle Ownership documents include:
• V5 Vehicle Logbook
• Motor Vehicle Insurance Certificate
• Letter from employer confirming this is a company vehicle

4. Can I scan my documents in with my online application?

Unfortunately this feature is not yet available, but we are hoping it will be an option in the future.

 You can scan the documents and email them to: permits@testvalley.gov.uk  Please ensure you quote your permit application number in the email. This application number will be generated at the end of your application.

5. I want to apply for more than one permit. Can I apply for more than one permit at a time?

The online system requires you to complete a separate application for each permit you wish to apply for. So if you would like to apply for 2 resident permits and a visitors permit, you will need to complete 3 online applications. However, once you have applied, and if your applications are successful, the renewal process for each permit is quick and simple.

6. What happens after I have submitted my online application?

Once you have submitted your application to us online, please
promptly send us any documentation required such as proof of residency or vehicle ownership. See question 3 or 4 for more information on what is needed and how to send this to us.

The Parking Team will then review your application. As a general rule, permit applications are assessed within 5 working days or receipt. If more information is needed we will write to you to ask for this. If you are not eligible, we will write to you and tell you why not.

Once we have received all documentation and are satisfied that you are eligible for the permit you have applied for, we will write or email you to ‘offer’ you the permit. Our letter will provide you a with a unique ‘pin’ number which you will need to use to access our online payment system. You can then pay for your permit online with a debit card. Alternatively you can send in a cheque or come into our offices to make payment.

Once we have received your payment, we will issue the permit to you in the post. Permits will not be issued over the counter.

7. Can I manage my permit online?

Our online permit system will now allow you to apply for (including paying for by debit card), renew (including payment by debit card), and notify us of changes to your permit, such as change of name, change of address, change of vehicle or request to cancel.

The letter which comes out to you with your permit will contain a ‘pin’ number which you will need to use alongside your permit number to access these online services. If you lose this pin number, we can re-issue the number to you.
