SOLAR GRANTS FOR COMMERCIAL PREMISES ON TEST VALLEY BUSINESS PARKS & INDUSTRIAL ESTATES

1.Background to the Solar business grants

Climate change is one of the greatest challenges we face, locally, nationally and globally. It is a challenge that will continue to grow over the coming years, becoming ever more critical for future generations. The council declared a climate emergency in September 2019, and in June 2020 the council approved its first climate emergency action plan; an updated action plan was approved in November 2024.

One action is to award small grants towards the cost of decarbonisation for businesses to help them save energy and reduce their carbon footprints. The Rural Net Zero Business Support Service which ran until March 2025 provided specific support to rural businesses, but this did not cover the borough’s main business parks and industrial estates.

Occupants on the borough’s main business parks and industrial estates were sent remote solar surveys in the summer of 2024 by TVBC providing indicative PV installation sizes, costs, payback times and CO2 savings. We are now launching a grant scheme to provide a one-off contribution of 20% of the costs of solar installations to a maximum of £5000 for commercial premises on the borough’s business parks and industrial estates, to reduce the initial outlay costs and the payback times of solar installations.
