Fines after two Andover fly-tips
Two Andover residents whose waste was dumped in the borough have been made to pay hundreds of pounds after a successful day in court for Test Valley Borough Council.
The two separate offences, which took place in April and August last year, were both heard at Basingstoke Magistrates Court.
In one case, an Andover woman has been ordered to pay £274 after her waste was dumped at Anton Lakes last April.
Karina Brown, of Galahad Close, admitted failing in her duty of care after a paddling pool, underlay, plastic sheeting and drawers were found at the nature reserve in Andover.
Despite saying her waste had been taken to the Household Waste Recycling Centre, Ms Brown failed to produce any evidence of this or the notes to support that her waste had been transferred to a licensed carrier.
At Basingstoke Magistrates Court, the 26-year-old was fined £200, made to pay £40 costs and a £34 victim surcharge.
In a separate case, 31-year-old Stuart Asseter was prosecuted for failing to assist into an investigation into a fly-tip after bags of household waste were left along Micheldever Road in August 2020. Mr Asseter was spotted travelling down the single-track road in a truck and failed to attend interviews to help the council’s investigation.
He was fined £320, ordered to pay £40 costs and a £34 victim surcharge.
Portfolio holder, councillor Nick Adams-King, said: “I’m pleased that our officers have once again found those responsible, and I hope the message is starting to get across that if you fly-tip, we will investigate, have a fantastic record of prosecutions and will name and shame. A criminal record just isn’t worth it. I would urge anyone who is passing their waste over to a person or company to ensure they check that person has a valid, up-to-date licence to do their job legally.
“Anton Lakes is a nature reserve that is also defined as site of nature conservation, but everyone in Andover knows that it’s a beautiful space to enjoy the wildlife. It does not deserve to have piles of household waste thoughtlessly dumped there.”
