Council launches consultation on renewing Public Spaces Protection Orders

Test Valley Borough Council has launched a public consultation on proposals to extend two existing Public Spaces Protection Orders (PSPOs) for a further three years. The orders relate to dog fouling and dog control across the borough, and separate measures to help reduce anti-social behaviour in designated areas.

A PSPO is a legal order under the Anti-social Behaviour, Crime and Policing Act 2014. It helps to protect public spaces by setting reasonable rules that support the safety and wellbeing of local communities. The current orders have been in place since June 2020 and are due to come to an end in June 2026 unless renewed.

The consultation invites residents to share their views on whether the orders should remain in place and, if so, for how long. The proposed dog control order continues to require people to pick up after their dogs in public places, prevent dogs from entering enclosed play areas and sports facilities, and allow authorised officers to ask someone to put their dog on a lead when needed. For this order, authorised officers include the police, selected countryside officers and the council’s animal welfare team. Exemptions remain for assistance dogs and people with certain disabilities.

The anti-social behaviour order covers specific areas of the borough and gives authorised officers powers to step in when needed. This includes asking someone to stop drinking alcohol, confiscating alcohol in certain situations, and, within Andover town centre, addressing behaviours such as harassment, public urination, or situations where groups may be causing alarm or distress. These measures are aimed at keeping public spaces welcoming for everyone. These powers may be used by the police, the Andover town centre ranger and authorised council officers.

Councillor Phil North, leader of Test Valley Borough Council, said: “These proposals are about supporting safe, clean and enjoyable public spaces for all our communities. We want to make sure the orders remain proportionate and effective, and your feedback will help us get that balance right. I’d encourage everyone to take a few minutes to share their views.”

Draft versions of both proposed orders are available on the council’s website, along with details about how to provide comments for those who wish to do so. Paper copies can be requested by contacting the council. Any feedback received by Friday 17 April 2026 will be considered before a final decision is made.
