Blue Badge concessions in the Borough of Test Valley

If you are a Blue Badge holder you are exempt from some waiting restrictions and some parking charges, as long as your valid Blue Badge and time clock are displayed correctly.

This information is specific to parking by Blue Badge holders within the Borough of Test Valley.

How to display your badge and parking clock

You must display the valid blue badge on the dashboard or facia panel, where it can be clearly read through the front windscreen. If there is no dashboard or facia panel in your vehicle, you must display the badge in a place where it can be clearly read from outside the vehicle. The front of the badge should face upwards, showing the hologram and the expiry date. The side showing the photograph should not be visible through the windscreen.

You must also ensure that the details on the front of the badge remain legible. If they become unreadable through fading or wear and tear, you must return the badge to the issuing office for a replacement.

When you park on yellow lines or in other places where there is a time restriction, you need to display the blue parking clock to show your time of arrival. The clock should be sent to you together with the Blue Badge. If not, you can get a clock from the same council that issued the badge.

If you need to use a parking clock, you must display it on the vehicle’s dashboard or facia panel, so that the time can be seen clearly through the front windscreen. The clock should be set to show the quarter hour period during which you arrived. If there is no dashboard or facia panel in your vehicle, you must still display the clock in a place where it can be clearly read from outside the vehicle.

Please note if your Blue Badge has expired, Blue Badge parking concessions will not apply, and you are at risk of incurring a penalty charge notice.

Parking in Test Valley Borough Council’s Off Street Car Parks

Vehicles correctly displaying a valid Blue Badge and time clock may park in Test Valley Borough Council’s pay & display car parks for free - although some time restrictions do apply (see table below).

You can park in any ‘general’ use bay in the car park; not just those spaces dedicated for disabled users. However, parking in bays which are designated for ‘other’ types pf permit holders such as dedicated Season Ticket bays, dedicated Council Visitor Permit Bays, or Shopmobility bays is not permitted.

You are not entitled to park on yellow lines in Off-street car parks.

Parking On-Street in Test Valley

The Blue Badge does not exempt drivers from all parking restrictions. Like other road users, you must obey the rules of the road, as laid out in the Highway Code. Here is a list of some of the places where you must not park.

Places where a ban on loading or unloading is in force, as indicated by yellow kerb markings, or by signs which state loading is prohibited.
Pedestrian crossings (zebra, pelican, toucan and puffin crossings), including areas marked by zig-zag lines
Clearways (no stopping)
School ‘keep clear’ markings, during the hours shown on a yellow no-stopping plate.
Where temporary parking restrictions are in force, as shown for example by no-waiting cones or by parking suspension signs.
Adjacent to a dropped footway or raised carriageway.
Cycle lanes
Where it would endanger, inconvenience or obstruct pedestrians or other road users. Some examples are:
- school entrances, bus stops, on a bend, or near the brow of a hill or hump bridge
- parking opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space
- where it would make the road narrow, such as by a traffic island or roadworks
- where it would hold up traffic, such as in narrow stretches of road or blocking vehicle entrances
- where emergency vehicles stop or go in and out, such as hospital entrances
- where the kerb has been lowered or the road raised to help wheelchair users
- on a pavement, unless signs permit it

Yellow Lines

Badge holders correctly displaying a Valid Blue Badge and time clock may park on single or double yellow lines for up to 3 hours.

However you may not park on yellow lines:

where there are restrictions on loading or unloading – which are indicated by yellow markings on the kerbs, and/or loading restrictions which are on signs.

where it would endanger, inconvenience or obstruct pedestrians or other road users. Some examples of where parking could cause a danger or obstruction are listed above.

On-street parking bays

The rules for parking in on-street parking bays by Blue Badge holders may vary from Council to Council. From 1 April 2020 the enforcement of On Street Parking Restrictions in the Borough reverted back to Hampshire County Council.
