Community Governance Review 2021

Introduction

Romsey Town Council

Test Valley Borough Council agreed at its meeting on 1 September 2021 to undertake a community governance review pursuant to the provisions of the Local Government and Public Involvement in Health Act 2007, and other relevant statutory provisions in response to Romsey Town Council’s resolution to request a review of its boundaries.  The request was to extend Romsey Town’s area to include the full extent of the three Romsey Borough Wards of Romsey Abbey, Romsey Cupernham and Romsey Tadburn.

The review had regard to the “Guidance on Community Governance Reviews” issued by the Secretary of State for Communities and Local Government and the Local Government Boundary Commission for England. The aim of the review was to ensure that the arrangements for community governance across the area for review reflect ‘the identities and interests of the community in the area’ and are ‘effective and convenient’.

The first stage of the consultation ended on 28 January 2022 and the appointed Member Panel considered the responses and proposed the Draft Recommendations to Council on 6 April 2022.  The second stage review on those Draft Recommendations ran from 8 April until 3 June and the Final Recommendations were considered and approved by Council at its meeting on 7 September 2022.

The review was be conducted in accordance with the terms of reference contained in part twelve.

 

Valley Park Parish Council

Test Valley Borough Council agreed at its meeting on 6 April 2022 to undertake a community governance review pursuant to the provisions of the Local Government and Public Involvement in Health Act 2007, and other relevant statutory provisions to consider;

  • Valley Park Parish – dewarding parish and reverting to a single unwarded parish council;

Changes to electoral arrangements of parishes such as those set out above can only be made following a community governance review (CGR), which would be carried out by Test Valley Borough Council.

The review was conducted in accordance with the terms of reference contained in this document.

Unlike the previous Borough-wide review, this CGR only considered the issues set out above. Changes to governance arrangements in other parishes were not included within the scope of this CGR.
