Abandoned Vehicles

What is an abandoned vehicle?

We only have the power to investigate and remove genuinely abandoned vehicles.

An abandoned vehicle is one which has not been moved or attended to for a long time. It may be burnt out, or there may be visible damage to suggest a crash or signs the vehicle has been stolen, such as:

  • significant damage
  • it's run-down or unroadworthy, including being rusted
  • missing or suspicious number plates
  • broken windows, flat tyres
  • has a lot of rubbish inside it
  • broken or loose ignition
  • broken steering column

 

Is the vehicle untaxed?

You can easily check if a vehicle is taxed on the GOV.UK website.

If a vehicle is untaxed, but does not appear to meet the criteria above, please report it to the DVLA via the GOV.UK website.

Your report will be anonymous and will be investigated by the DVLA.

 

Is the vehicle located on private or housing association land?

If a vehicle is causing an issue on private or housing association land, such as a car park, please contact the managing agent responsible for that area. They will directly deal with the vehicle. 

 

Is the vehicle a nuisance, but not abandoned?

We only have the power to investigate vehicles that are either for sale on the highway (within 500m of each other) or that are being repaired on the highway. To report such a vehicle, please complete this form: Report a Nuisance Vehicle.

Reporting an abandoned vehicle

If you consider a vehicle to be genuinely abandoned please report it to us using this link: My Test Valley  Remember to give us as many details as possible including:

  • the vehicle registration number (if visible)
  • the make, model and colour of the vehicle
  • the exact location of the vehicle
  • if the vehicle is on private land, the name and address of the landowner (if possible).

Removal Costs

Test Valley Borough Council has the power to recover the costs of removal, storage and disposal from the person responsible for abandoning a vehicle.  For details of the current costs see - The Removal, Storage and Disposal of Vehicles (Prescribed Sums and Charges) Regulations 2008.
