Draft Local Plan 2042

Revised Regulation 18 (2025) Public Consultation

Public consultation on a full draft Local Plan (Regulation 18 Stage 2) took place early in 2024 identifying how the Council were aiming to deliver its housing need at the time. This was prepared in line with national policy and guidance. Since then, national planning policy has been significantly changed to reflect the Government’s ambition of increasing the delivery of housing both nationally and immediately.

This draft Local Plan 2042 Revised Regulation 18 document identifies how the Council is seeking to meet the Government’s increase in housing need for Test Valley. We have sought to publish this as quickly as possible to be clear to our communities on how we aim to meet this need, to help safeguard against speculative development in the future and to coordinate the delivery of the necessary infrastructure.

The public consultation is your opportunity to have your say. The draft Local Plan Revised Regulation 18 document is out to public consultation for 10 weeks from 27 June 2025 to midday on 5 September.

You can comment on the proposals through using the online platform and response form (survey) following this link Test Valley Borough Council. This also provides further explanation of the content of the draft Local Plan. The online platform will be live on Friday 27 June.

We do require your name and either a postal or email address and if you are responding on behalf of someone else, please also provide the name of the individual or organisation. If you respond, we will keep you informed of future consultation stages unless you advise us that you want to opt out of such communication.

The Local Plan documents can be viewed below. If you would like to view paper copies, these are available to view at the Council’s Offices (Beech Hurst, Andover and the Former Magistrates Court, Romsey) during office opening hours and at libraries during their respective opening hours at Andover, Romsey, North Baddesley, Lordshill and Chandlers Ford.

Please note that representations cannot be treated as confidential. If you are responding as an individual, rather than as an organisation, we will not publish your contact details (email/ postal address and telephone number) or signatures online, however the original representations will be available for public viewing at our offices by prior appointment. All representations and related documents will be held by the Council until the Local Plan 2042 is adopted and the Judicial Review period has closed and will then be securely destroyed.

Public exhibitions are taking place and these are listed in the table below. This is an opportunity to find out about the draft Local Plan, and have a conversation about any questions you may have. The exhibitions are drop in and there is no need to book.
